1. General principles

1.1. The ThueMi.com e-commerce trading platform ("ThueMi Platform", the "Platform") is developed and operated by Công ty TNHH Công nghệ AnPuPu ("AnPuPu", the "Platform Management Board"), and consists of the website thuemi.com and the ThueMi apps for iOS and Android. It allows identity-verified Companions to present social companionship services, and allows Customers to find, book and pay for those services.

1.2. Services traded on the Platform are lawful, non-sexual social companionship services, including: hourly companions (coffee, movies, walks), meeting the family, meeting friends, parties and weddings, outings and travel, playing sports together, duo gaming, voice calls and watching movies together online.

1.3. Companions are traders, organisations or individuals providing services independently; they are not employees of AnPuPu. The service contract is formed directly between the Companion and the Customer. AnPuPu is the provider of the e-commerce trading platform service.

1.4. All members of the Platform must comply with this Regulation, the Terms of Use, the Community Guidelines and Vietnamese law, including the applicable e-commerce regulations (Decree 52/2013/ND-CP as amended by Decree 85/2021/ND-CP and any replacing or guiding instruments), the 2023 Law on Protection of Consumer Rights, the Law on Personal Data Protection, the Law on Cybersecurity, the 2015 Civil Code and the Ordinance on Prostitution Prevention and Control.

1.5. Operating principles: safety first, transparent pricing, respect for boundaries, compliance with the law.

2. General provisions

2.1 Definitions

2.2 Conditions of participation

  • Members must be at least 18 years old with full legal capacity, register with an OTP-verified phone number, and accept the Terms of Use and Privacy Policy.
  • Companions must provide identification details and pass identity verification (ID document and face matching), accept the Companion Agreement, and have their profile approved by the Platform Management Board.
  • The Platform Management Board stores Companions' registration information (full name, ID number, address, phone number, payout account), updates it when it changes, and provides it to competent authorities upon request as required by law.

3. Transaction process

3.1 For Customers

  1. Register with a phone number and OTP; accept the Terms of Use and Privacy Policy.
  2. Find Companions by category, area, price or availability; view profiles, Packages, boundaries and reviews.
  3. Choose one of three ways to book:
    • book a Package directly;
    • book from an Available-for-hire post;
    • publish a Looking-to-hire post (moderated before it is shown), receive Offers, and choose one.
  4. Enter the time, place (in-person Bookings) or platform (online Bookings), quantity and notes; review the price breakdown, cancellation policy and dispute window.
  5. For in-person Bookings: confirm the safety and non-sexual commitment.
  6. Pay 100% into Escrow.
  7. Wait for the Companion to accept (12 hours for manual confirmation, 3 minutes for Quick accept). If declined or expired, the Customer is refunded 100% automatically. Bookings made from an Offer count as accepted once paid.
  8. Communicate via in-app chat; receive reminders.
  9. Carry out the Booking: check in on meeting (or join the online room), check out at the end.
  10. Confirm completion; open a complaint within the dispute window if there is a problem.
  11. Review the Companion.

3.2 For Companions

  1. Register an account and choose to become a Companion.
  2. Provide profile information and upload photos, video and voice sample (moderated before public display).
  3. Verify identity with an ID document and portrait.
  4. Create at least one Package (category, price, unit, scope, boundaries, area) and set availability.
  5. Accept the Companion Agreement and Community Guidelines.
  6. Wait for approval by the Platform Management Board (target: 24 hours). Only approved profiles are shown publicly.
  7. Accept Bookings, publish Available-for-hire posts, send Offers on Looking-to-hire posts.
  8. Perform Bookings at the agreed time and scope; check in and check out.
  9. Receive funds in the balance after the dispute window; withdraw to an account in your own name.

3.3 Service performance

No physical goods are delivered on the Platform. Performance is recorded by check-in and check-out (location or confirmation code) for in-person Bookings, and by room logs and session timers for online Bookings. The Booking details (time, place, scope, boundaries, price, cancellation policy) are stored as the reference in case of dispute.

3.4 Cancellation and refund process

As set out in the Payment, Cancellation, Refund & Dispute Policy. Summary:

Refunds go to the original payment method or the ThueMi balance.

4. Payment process

4.1. Methods: e-wallets (MoMo, ZaloPay), VNPay, domestic cards, international cards, VietQR bank transfer. Payments are processed by licensed payment intermediary service providers and banks.

4.2. Steps:

  1. The Customer sees the total (service price, ThueMi service fee of 5% by default, discount).
  2. The Customer chooses a method and is redirected to the payment gateway or shown a VietQR code.
  3. When the payment partner confirms success, the Booking is created and the money is held in Escrow.
  4. After the Booking is completed and the dispute window passes without a dispute, the Platform Management Board releases the funds to the Companion less the platform fee (by default 20% of the service price; 10% for tips).
  5. The Companion withdraws to a bank account or e-wallet in their own name.

4.3. Members may not pay outside the Platform for transactions initiated on the Platform. The Platform Management Board is not responsible for payments made outside the Platform.

5. Transaction safety

5.1. Verification: Companions must verify their identity with face matching; one ID document per account; Customers may be required to verify in some cases.

5.2. Escrow: funds are released only after the Booking is completed and the dispute window has passed.

5.3. Preventing off-platform dealings and fraud: phone numbers, links and bank account numbers in chat and posts are masked until the Booking is completed; messages, posts and uploads are moderated automatically and manually.

5.4. Safety tools: SOS button alerting the safety team and emergency contacts; location sharing via time-limited links; periodic check-ins during meetings; private-venue warnings; check-in and check-out.

5.5. Reports, blocking, suspension: reports are prioritised (high priority handled within 2 hours); accounts are automatically suspended after 2 independent serious reports within 30 days; blocking works both ways.

5.6. Recommendations to Members: pay only in the app; never give your OTP to anyone; meet in public; read boundaries and Booking details carefully; use SOS and call 113 when in danger.

6. Personal data protection

6.1. The Platform Management Board collects and processes personal data under the Privacy & Personal Data Policy, which sets out the data categories (including sensitive data: ID documents, facial data, location), purposes, legal bases, retention periods, recipients, cross-border transfers, security measures and data subject rights.

6.2. The Platform Management Board processes data only with the Member's consent or another legal basis, logs consent, and does not sell personal data.

6.3. Members may exercise their rights of access, correction, deletion, withdrawal of consent, objection and complaint via to be updated.

6.4. The Platform Management Board provides information to competent state authorities upon lawful request.

7. Management of harmful information and violations

7.1. Services and content prohibited on the Platform:

  • Prostitution, buying or selling sex, sexual services in any form; pornographic or sexually suggestive content.
  • Any participation by persons under 18.
  • Human trafficking, coercion, violence, threats, extortion.
  • Illegal drugs, controlled substances, weapons; gambling.
  • Dating, matchmaking or marriage brokerage for profit or in breach of the law.
  • Content opposing the State, inciting violence, hatred or discrimination; false information, scams.
  • Content infringing intellectual property, image rights or the privacy of others.
  • Any other goods or services prohibited from trading under Vietnamese law.

7.2. Control mechanisms:

  • Profiles, photos, videos, voice samples, Packages and Looking-to-hire posts are moderated before public display.
  • Messages and posts are automatically filtered for solicitation, scams and off-platform contact details.
  • Members and third parties can report violating content in the app or via to be updated.

7.3. Measures: reminders and content removal; warnings and feature restrictions; suspension; permanent ban and blocking of device, phone number and ID; holding related payouts; referral to the authorities where there are signs of unlawful conduct. See the Community Guidelines.

7.4. The Platform Management Board removes unlawful information within the prescribed time limits when it is detected or upon request by a competent state authority, and cooperates with the authorities in investigation and handling.

8. Responsibility for technical errors

8.1. The Platform Management Board strives to keep the Platform stable and secure, with regular data backups and recovery plans.

8.2. If a system error affects a Booking (payment fails, money is debited but no Booking is created, funds are not released on time, fees are miscalculated), Members should report it via the hotline 0969 866 669 or to be updated. The Platform Management Board will receive the report, check with the payment partner and fix the problem as soon as possible.

8.3. Money debited because of a Platform error is refunded in full. A Booking that cannot take place because of a Platform error is cancelled with a 100% refund and no reliability penalty for either side.

8.4. The Platform Management Board is not responsible for errors caused by Members' devices or internet connections, telecom operators, or force majeure (natural disasters, national infrastructure failures, large-scale cyberattacks beyond reasonable control), but will help Members resolve them where possible.

9. Rights and obligations of the Platform Management Board (AnPuPu)

9.1 Rights

  • Draft and amend this Regulation and policies; set fees and publish them.
  • Moderate, reject and remove information; suspend or ban violating accounts.
  • Hold funds related to disputes, fraud, or at the request of a competent authority.
  • Refuse Platform services to Members who breach this Regulation.

9.2 Obligations

  • Publish this Regulation on the Platform's home page; notify Members when it changes.
  • Verify and store Companions' registration information; update it when it changes.
  • Require Companions to provide truthful service information; display prices and fees clearly before payment.
  • Maintain inspection and monitoring mechanisms to keep information on the Platform accurate and complete.
  • Protect Members' personal information as required by law.
  • Receive and help resolve complaints and disputes between Members.
  • Prevent and remove unlawful information; cooperate with competent state authorities.
  • Keep transaction records for the periods required by law.
  • Fulfil the obligations of an intermediary digital platform under the Law on Protection of Consumer Rights, and tax obligations (including withholding, declaring and paying on behalf of sellers where required by law).
  • Report periodically and on request to the Ministry of Industry and Trade as required.

10. Rights and obligations of Companions

10.1 Rights

  • Publish a profile, Packages and Available-for-hire posts, and send Offers once approved.
  • Decide whether to accept or decline Bookings; refuse any request that crosses their boundaries; end a meeting if unsafe.
  • Be paid in full and on time under the policy, less fees.
  • Use safety tools, file complaints and appeal decisions.

10.2 Obligations

  • Provide accurate identification details; complete identity verification; update details when they change.
  • Describe services truthfully, with clear price, scope and extra costs; deliver the service as committed.
  • Provide only lawful, non-sexual social companionship; follow the Community Guidelines.
  • Not transact or accept payment outside the Platform.
  • Declare and pay taxes as required by law (except amounts the Platform Management Board withholds where the law so requires).
  • Keep Customers' personal information confidential and not use it for other purposes.
  • Cooperate in resolving complaints and provide evidence when asked.

11. Rights and obligations of Customers

11.1 Rights

  • View profile information, Packages, prices, fees, boundaries and reviews before booking.
  • Have their money held in Escrow until the Booking is completed; receive refunds under the policy.
  • File complaints, request dispute resolution and appeal; be protected as consumers under the law.
  • Have their personal information protected; use the safety tools.

11.2 Obligations

  • Provide accurate information; be at least 18 years old.
  • Describe needs truthfully; pay in full through the Platform.
  • Respect the Companion's boundaries and right to refuse; not request prohibited services.
  • Meet in public places; not record or film without consent.
  • Follow the Community Guidelines; take responsibility for their own conduct.

12. Complaint and dispute resolution

12.1. Complaints about a Booking: the Customer or Companion opens a complaint in the app, during the Booking or within the dispute window (24 hours in person, 2 hours online).

12.2. Steps:

  1. Intake: Escrow funds are frozen; both sides are notified.
  2. Evidence: both sides have 48 hours to submit evidence; chat, check-in and check-out logs are attached automatically.
  3. Decision: the Platform Management Board decides within 48 hours after the evidence deadline (full refund, partial refund or release), with reasons.
  4. Appeal: each side may appeal once within 7 days.
  5. The decision is carried out and the case closed.

12.3. Other complaints (about accounts, Platform services, personal data): send to to be updated, to be updated or call 0969 866 669. The Platform Management Board acknowledges receipt within 24 hours and responds within at most 7 business days, unless the law provides otherwise.

12.4. Principles: negotiation and mediation are preferred. The Platform Management Board acts as a facilitator, relying on the stored Booking details, this Regulation and both sides' evidence. Where there are signs of unlawful conduct, it refers the case to the competent authorities.

12.5. Outside the Platform: if they disagree with the outcome, the parties may complain to the state consumer protection authority, seek mediation or arbitration (if agreed by the parties), or sue in a competent court. The Platform Management Board provides relevant transaction information at the request of competent authorities.

13. Application

13.1. This Regulation takes effect from 2026-10-01 and is published at /phap-ly/quy-che-hoat-dong.

13.2. The Platform Management Board may amend this Regulation. Amendments are published on the Platform at least 7 days before they apply (except amendments required by law) and notified to Members. Continuing to use the Platform after the effective date, or accepting the new version when asked, constitutes acceptance of the amended Regulation. Amendments are notified to the Ministry of Industry and Trade as required.

13.3. This Regulation is governed by Vietnamese law. Matters not covered here are governed by the applicable law.

13.4. The following documents form an integral part of this Regulation: Terms of Use, Privacy Policy, Community Guidelines, Payment, Cancellation, Refund & Dispute Policy, Companion Agreement, Content & Intellectual Property Policy.
